Finland prepares to dismantle its state monopoly and transition to a competitive licensing system. This regulatory change represents the most important market development the Scandinavian online gambling market has witnessed in years. The implications reach way beyond Finnish borders. The reform will reshape how operators approach the entire region and trigger immediate competition among operators.

They must balance positioning with compliance demands and adapt to responsible gambling standards accordingly. Affiliate marketing is also getting stricter, making it more difficult for brands to promote their entertainment services. The competitive intensity will reshape how businesses approach Scandinavian territories through 2026 and beyond.

Online gambling in Scandinavia adapted early due to strong digital development. Fast internet, online banking, and mobile friendly experiences are the main drivers of this expansion. In fact, playing for real money online has become a regular pastime for many people.

Online services now create fresh opportunities for fans to stay engaged. Sweden’s Swish and Trustly connects bank accounts straight to gaming platforms, cutting out the delays caused by older payment systems. Transactions finish quicker, and gaming sites using these methods see much faster payments than regular banking methods. In Norway, more people are using cryptocurrencies. They are drawn to better security and the lower costs during transactions.

Furthermore, online gambling made up 68.3% of gambling income in Sweden and 68.1% in both Finland and Denmark in 2023. Sweden’s gambling industry earned SEK 28.2 billion by 2025, which is about €2.6 billion in yearly revenue. Operators in Sweden contributed SEK 18 billion, marking a yearly growth of 3.3%.

Finland’s gambling industry brought in €2.4 billion in 2025, and online gambling made up close to 65% of gross gaming income around €1.56 billion. The average revenue per user in Finland’s online market reached €1,097.34 by 2025. Strong economies in Nordic nations, along with higher disposable incomes, play a big role in driving the steady market growth.

How Rules Are Changing the Nordic Online Casino Industry

Governments in Scandinavian regions are reworking their regulatory systems to manage offshore competition while maintaining market control. Some focusing more on opening up the market and others prioritizing protecting consumers.

Finland’s Gambling Shift: Transitioning from Monopoly to Licensing Model

Finland’s Parliament approved a new Gambling Act on 16 December 2025, putting an end to Veikkaus’s state monopoly after many years. Approved operators can begin providing their services once the Finnish Supervisory Authority takes over all regulatory duties on 1 July 2027. The new law defines three types of licenses.

Exclusive licenses go to Veikkaus for lotteries, scratch cards, and physical slot machines. Gambling licenses are for operators wanting permission to offer online slot machines, online casino games, online sports betting with fixed and variable odds, and online bingo. Software licenses are also mandatory for companies that create or supply gaming software.

Experts forecast that no less than 30 parhaat nettikasinot will seek licenses to run gambling businesses. The Licensing and Supervision Authority now manages these licenses taking over the responsibilities of the National Police Board, including ensuring operators follow rules.

New marketing rules focus on reducing volume and scope. For example, influencers are no more allowed to promote gambling brands, and direct marketing will need clear customer permission. Businesses can only offer moderate bonuses, and the law bans using cryptocurrency for gambling activities.

Norway’s Online Casino Rules and Struggles with State Oversight

Norway keeps its state operator system using payment blocking and advertising restrictions to support it. Norsk Tipping gained over two million players in 2024, showing that many people still trust the monopoly setup. Even so, regulators cannot stop people from using offshore casinos.

In 2007, the country defended its monopoly system in the EFTA Court when the ESA questioned if the reform fit EU internal market rules. Norway gathered backing from other EU and EFTA nations to defend its model and won the case. This decision made international dealings easier and helped Norway keep its tight control over gambling in the country.

In July 2025, Norway created new strict policies for online gambling. They introduced mandatory limits on deposits, added time tracking, and stricter advertising guidelines. The nation, however, aims to end its monopoly by 2028.

Sweden and Denmark: Learning from Past Regulatory Errors

Sweden struggles with channelisation even after starting a licensing system in 2019. The share of players in the regulated market has stayed stuck at around 85 percent. Nevertheless, in the beginning of 2027, the government plans to overhaul the Gambling Act by updating the definition of gambling services under Swedish law. It aims to give regulators more tools to use, and shift compliance duties from the government to gambling operators.

Under the new rules, operators wanting to avoid Swedish oversight must take clear and effective steps to stop Swedish users from accessing their platforms. Sweden will also ban gambling with credit starting 1 April 2026. Gambling operators must stop accepting credit card payments and play now pay later options. This move aims to cut down on player debt and improve consumer protection rules.

Denmark allowed competition in its online casino and sports betting market already back in 2010. That said, it introduced new regulations in 2025. Game developers and suppliers must hold a Danish license to prove fair gaming. It also recently introduced the Gambling Package 1. It restricts gambling ads during live sports, stricter affiliate and influence marketing, as well as advertising on public transport, scools, and around youth institutions. Operators can also no longer offer free bets as a welcome bonus.

All Danish gambling sites must additionally provide self-exclusion tools and ROFUS.

Nordic Casino Expansion Navigates New Regulations

Gambling faces divergent regulatory treatment in a variety of Scandinavian territories. Finland is moving away from its monopoly and implementing a complete prohibition of affiliate marketing under its new Gambling Act. The ban remains in effect even after specific provisions were removed from the final legislation.

Norway requires affiliates to maintain transparency about casino relationships and added restrictions on deposits. Operators must also provide tools like time-tracking. Sweden will introduce new regulations in 2026 and 2027. Denmark is currently revamping its gambling landscape, introducing tougher iGaming regulations on marketing, game providers, and responsible gambling.
